Capt. Hashim Raza (Retd.) serves as the Executive Vice President (EVP), PMO at Swiftships. A Pakistan Navy veteran with 28 years of operational and technical experience, he has spent more than a decade at Swiftships in progressively senior roles, beginning as Director of Operations, advancing to VP and EVP of Technical Services, and consistently contributing as a Project and Program Manager across major defense shipbuilding programs.

At Swiftships, Capt. Hashim (Retd.) oversees all OCONUS programs, including co-production, new-build delivery, sea trials, and training. He also leads key initiatives in engineering R&D, vessel design optimization, and unmanned surface vessel (USV) development and testing, ensuring operational insights are effectively integrated into technical solutions.

He has managed or overseen several high-value international programs, including:

• 35m Fast Patrol Vessels for the Bahrain Navy
• 38m Gun Boat co-production for the Pakistan Navy
• 28m Coastal Patrol Craft co-production in Egypt
• Multiple prototype, R&D, and USV technology-integration projects

His naval career includes command of a guided-missile frigate and specialized expertise in surface warfare, naval communications, and electronic warfare, providing a strong operational foundation for program execution.

Capt. Hashim (Retd.) holds three postgraduate degrees and is recognized as a Subject Matter Expert (SME) in project and program management. He is among the few professionals globally to hold PMP®, PMI-RMP®, and PMI-ACP® certifications from PMI (USA), reflecting deep expertise across predictive, risk-based, and agile project environments.
