RADM Mokhtar brings more than three (3) decades of distinguished service in the Egyptian Navy (EN) with a career defined by leadership, operational excellence, and a deep commitment to mission success. His extensive experience spans command at sea, program management, procurement, contracting, and international cooperation with the United States and allied organizations.

As Swiftships’ Vice President of Programs for the Middle East and North Africa (MENA) region, RADM Mokhtar leverages his proven track record to drive sustainable growth and strengthen our long-term partnerships across the region. He understands the unique operational challenges and strategic priorities of our partners, and he is dedicated to delivering innovative, reliable, and mission-ready maritime solutions that create lasting value.

His leadership in complex acquisition programs, budgets, and international agreements enables him to guide customers through every stage of the program lifecycle from concept to delivery and sustainment with transparency, efficiency, and precision. RADM ability to align customer requirements with Swiftships’ advanced capabilities ensures that we deliver the right solutions, on schedule and on budget having his international assignments, including his role as EN Liaison Officer to the U.S. Navy (USN) in Washington DC and Assistant Defense Attaché in Paris gives him a global perspective and the cross-cultural insight needed to build trust, foster collaboration, and create opportunities in today’s dynamic defense environment.

RADM Mokhtar holds a master’s degree in international Transportation and Logistics and a bachelor’s degree in Maritime and Military Studies. He is a graduate of advanced international defense and acquisition programs and holds a valid Marine Master Certificate.
