Capt. Hashim Raza (Retd.) serves as Executive Vice President (PMO) & Program Manager at Swiftships. A Pakistan Navy veteran with over 28 years of service, he has continuously served as a Project/Program Manager throughout his more than 11 years at Swiftships. During this period, he has also held progressively senior leadership appointments, beginning as Director of Operations, advancing to Vice President and Executive Vice President of Technical Services, and subsequently assuming his current EVP (PMO) position.

His experience spans the complete shipbuilding project lifecycle, from technical proposal preparation, vessel design reviews and contract award through engineering, procurement, construction, outfitting, systems integration, commissioning, sea trials and delivery. He has been directly involved in the development of successful technical proposals and subsequent execution of major naval shipbuilding programs.

At Swiftships, he manages and oversees international shipbuilding and co-production programs, coordinating multidisciplinary engineering, procurement, production and project teams across the United States, Middle East, South Asia and other regions. His responsibilities include managing geographically dispersed teams across different time zones, supporting vessel design optimization, engineering development, and unmanned surface vessel (USV) integration and testing.

His project portfolio includes the 35 m Fast Patrol Vessels for the Bahrain Navy, the 39 m Pakistan Navy Gunboat co-production program, the 28 m Coastal Patrol Craft program in Egypt, and multiple naval, commercial and unmanned vessel development and technology-integration initiatives. He has also been actively involved in production, maintenance, and technical proposal development for Fast Supply Vessels (FSVs), crew boats and tugs of various sizes.

His naval career includes command of a guided-missile frigate and extensive experience in surface warfare, naval communications, electronic warfare, shipboard operations and technical management.

Capt. Hashim holds three master’s degrees and postgraduate qualifications in management and leadership. He is certified by the Project Management Institute (PMI), USA, as a Project Management Professional (PMP®), Risk Management Professional (PMI-RMP®), and Agile Certified Practitioner (PMI-ACP®).
